Jonathan A. Saidel, a lifelong resident of Northeast Philadelphia,
served as Philadelphia’s City Controller for sixteen years, winning re-election
most recently in 2001 with 87.5 percent of the vote. As Controller, he won
local and national plaudits for reforming and professionalizing the
Controller’s office, his dedication to fiscal discipline and proposing
innovative ideas to grow Philadelphia. His 1999 book “Philadelphia: A New Urban
Direction” continues to be used as a textbook in college- level urban studies
courses. An updated second edition was published in 2005.
As Controller, Saidel has been called “a taxpayer’s best friend” for his
outspoken advocacy for reducing Philadelphia’s crushing tax burden in order to
spur economic development in every neighborhood and to stop the exodus of
people and jobs from the City. His work with then-Mayor Rendell in the early
1990's helped return Philadelphia from the brink of bankruptcy and onto sure
financial footing. His groundbreaking audits and proposed government reforms
have saved Philadelphia taxpayers over $500 million since 1990.
Among Saidel’s lauded audits and performance reviews are studies of minority
and small business lending programs, the quality of healthcare provided through
the City’s health clinics, and a visionary plan to rehabilitate Philadelphia’s
City Hall, an architectural landmark that had fallen into disrepair.
For his work, Saidel has won national and local awards, including the National
Association of Local Government Auditor’s Knighton Award, the President’s
Council on Integrity & Efficiency Award for Excellence and multiple
“Special Projects” awards from the National Association of Local Government
Auditors. He has been recognized as “Controller of the Year” by his peers in
the Pennsylvania City Controllers Association.
Saidel is also involved with numerous political causes and organizations,
serving on the Special Olympics and Boy Scouts. He is presently on the Labor
Advisory Board of American Capital Strategies Labor Research, Inc. He is a
former treasurer of the AFL-CIO Committee for Judicial Retention.
Saidel is a graduate of Temple University and the Delaware Law School of
Widener College and is both an attorney and certified public accountant. Prior
to serving in public office, he was a partner in the law firm of Saidel, Sand
and Saidel, and a partner in the accounting firm of Saidel and Company. Saidel
is Of Counsel at Silverman Bernheim & Vogel, and a Lecturer at the
University of Pennsylvania’s Fels Center of Government.
Jonathan is the proud parent of four children: Hope, Nick, and twins, Joshua
and Jacqueline.
